Of course, it does. If someone is the victim of a crime then there must be a perpetrator or perpetrators. That's kind of what the word CRIME means.

So why has no one been charged with a crime if the democrat sheriff says one was committed and he has proof enough to list "victims"?

They have jurisdiction over their state. They can't deport illegals, but they are well within their rights to evict them.

It is noteworthy that you're okay with putting illegals on transport and carting them around the country, so long as it's a democrat doing it.
