What the Constitution says:

"Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons."

There is no president who has "invited" anyone to "invade our country," unless you count Trump encouraging Russian cyberattacks. But of course in the early days of the American Republic even the Federalist Party leaders who wanted to discourage immigration allowed people to immigrate without restriction unless they were personally deemed a danger to the United States by the President.
