The fact is that the evidence was circumstantial, but it was still enough to justify the investigation. The number of contacts between the Trump campaign and Russian officials was suspicious to have have happened at the same time as the release of email to Wikileaks.
We've already been over this. The Justice Department is split whether there was ample predicate to open the investigation. The IG ended up landing on the side of there was only after citing the fact that the evidence need to OPEN an investigation is very small and it is very subjective. He threw them a bone.
What is clear from both the IG and everyone involved is that shortly after opening the probe they knew full well that it was nothing. They knew Carter Page was not a Russian agent...hence the reason they lied to the FISA court. They knew from Halper's interactions that Papadopolous knew nothing and was just the recipient of hearsay that he relayed. They knew the dossier was bogus and that its author had lied to them and was trying to peddle it to the media to influence the election. Or as the chief investigator on the case for 9 months confided in his mistress: "There is no there, there" with this investigation. Mueller's final conclusion that the whole thing was nothing was the final nail in the coffin here.
Once again, facts matter. Russian collusion was a scam put on by some very bad people. All of the players have since been terminated for misconduct.
